Speaking from experience, and not getting too precise, in general...
State sales tax collection depends on several factors.
IF you buy through Amazon, eBay or other site similar to that, like Overstock they will collect taxes if your state of delivery has a sales tax. Those are agreements reached between the states and the biggies, to a) ensure collections, and also b) to help alleviate reporting burdens on the small stores that sell through these outlets.
If you buy direct from an independent retail store, then the rules change depending on the state, dollar volume of sales for that store within that state, and or quantity of sales. It can be one, the other, or both.. Different states have different thresholds, like $500,000 of gross sales annually, or 1,000 transactions. But a different state may have a $1,000,000 threshhold.
So, if you were to find a very small camera shop, that hasn't reached those requirements, then no, they wouldn't have to charge taxes. But, they might anyway, as they fear non compliance. But, a small camera store might also never give the deals you can find at the larger stores. Plus they probably wouldn't want to deal with an out-of-stater anyway. Shipping, insurance, returns can become a hassle for a mom and pop.
FYI California and New York have the worst reputations, from the point of view of the retailer, as far as aggressively going after companies for taxes. They're noted for both wanting every penny of tax revenues and also wasting tax revenues...
In the end, the deals like Payboo or companies that cut special deals to make up for the taxes seem the way to go.
